Proposed overhaul of Brazil’s age rating rules for audiovisual content

The Brazilian Ministry of Justice and Public Security has released a draft ordinance proposing significant changes to the country’s age rating framework for audiovisual content. The proposal updates Ordinance MJSP No. 502/2021, aiming to align the regulation with the rapidly evolving landscape of digital media, algorithmic personalization, and user-generated content.

Key changes include the introduction of new definitions related to content recommendation technologies, reinforced obligations for streaming platforms and social networks, the formal inclusion of “interactivity and connectivity” as a thematic criterion, and stricter requirements for age verification and parental control mechanisms.

The draft also expands the scope of regulated services to cover video-on-demand platforms, internet applications, and social networks, while reinforcing the prohibition of censorship and value-based discrimination.
